Under the leadership of Dr. Alexander Jan M (Hany El Zahar), Executive Director, Founder, and CEO of the International Police Academy UNIPOL, and upon recommendation from Insp. Murat Atadjanov, Country Director – Uzbekistan Section, with the support of Prof. Yuval Binstoc, IPA, Sir Junustia Brecen, and IPA President (Rtd.) Senior Superintendent of Police Shuaib Adam HSC OLY VJ, International Director of Law Enforcement, Police, and Military, Colonel Tolobaev’s leadership will play a pivotal role in strengthening Kyrgyzstan’s law enforcement capabilities within the global security framework.
This appointment recognizes Colonel Tolobaev’s distinguished service and contributions to national security, law enforcement leadership, and international cooperation. With over 25 years of experience combating organized crime, narcotics interdiction, and high-level law enforcement strategy, Colonel Tolobaev brings a wealth of expertise to this role, reinforcing UNIPOL’s commitment to advancing law enforcement education and capacity-building globally.
A Distinguished Career in Law Enforcement
Colonel Tolobaev served as Commander of Kyrgyzstan’s Elite Narcotics Interdiction Unit, successfully dismantling 47 international drug trafficking networks in five years. As Director of the Bishkek Criminal Investigations Division, he increased the case resolution rate from 62% to 89%, demonstrating exceptional operational leadership.
As Chair of the National Police Reform Strategic Committee, Colonel Tolobaev led the modernization of Kyrgyzstan’s INTERPOL integration framework, reinforcing transnational cooperation and efficiency in cross-border crime-fighting.
In the private sector, he founded the Global Security & Intelligence Group, providing protective services to 23 multinational corporations while serving as a Certified International Investigations Specialist, resolving cross-border cases in nine countries.
