I. LEGAL FRAMEWORK AND OFFICIAL REGISTRATION

 

The International Police Academy – UNIPOL International Police University

(hereinafter "the Academy") hereby officially proclaims its establishment as an Intergovernmental Organization (IGO)

* possessing full international legal personality, based on the following legal foundations and official registrations:

 

1. Official Government Registration:

The Academy is formally registered as an "Intergovernmental Organization (IGO)"

 with the *Kansas Secretary of State, United States of America*, under official Registration Number *#7954548*. This registration constitutes formal recognition by a United States governmental authority of the Academy's legal status as an Intergovernmental Organization under applicable domestic and international laws.

 

2. Establishment Through Multilateral Agreements:

The Academy was established through multilateral agreements between founding member states, consistent with the established legal definition of Intergovernmental Organizations in international law as entities composed primarily of sovereign states and created by treaty or formal intergovernmental agreement.

 

3. International Registrations and Recognitions:

- *United Nations Global Marketplace (UNGM): Registration #933040, confirming recognition by the United Nations system.

- *European Commission – Financial & Transparency Office (F&TO): ID #884120954.

II. LEGAL BASIS FOR INTERNATIONAL LEGAL PERSONALITY

1. The International Court of Justice Advisory Opinion on "Reparation for Injuries" (1949)

In its landmark Advisory Opinion of 11 April 1949, the International Court of Justice (ICJ) established that an international organization possesses

2. Article 102 of the Charter of the United Nations

Article 102 of the UN Charter addresses the (registration of treaties and international agreements), not the registration of organizations themselves . The text provides:

 

> Article 102:

> 1. Every treaty and every international agreement entered into by any Member of the United Nations after the present Charter comes into force shall as soon as possible, be registered with the Secretariat and published by it.

> 2. No party to any such treaty or international agreement which has not been registered in accordance with the provisions of paragraph 1 of this Article may invoke that treaty or agreement before any organ of the United Nations.

3. .INT Domain Eligibility Criteria

The Internet Assigned Numbers Authority (IANA) defines eligibility for the .INT top-level domain specifically for Intergovernmental Organizations. The criteria require:

 

- An international treaty between or among national governments, which must be verifiable in the UN online database of treaties 

- The treaty must establish the organization itself, not merely authorize its creation through subsequent action 

- The organization must be widely considered to possess independent international legal personality and be subject to and governed by international law 

 

These criteria demonstrate that IGO status is determined by the constitutive treaty and independent international legal personality, not by registration with the UN Secretariat .

 

III. INTERNATIONAL LEGAL PERSONALITY AND RIGHTS

Based on the legal foundations above, and by virtue of official registration with the Kansas Secretary of State (#7954548) and recognized international registrations, the International Police Academy – UNIPOL International Police University hereby affirms that it possesses full international legal personality, including the following rights and obligations under international law:

 

1.(Right to Conclude International Treaties and Agreements) with states and other international organizations, including Memoranda of Understanding with UN agencies, NATO, and partner governments.

 

2. (Right to International Legal Standing), including the capacity to bring international claims and participate in dispute resolution mechanisms, consistent with the ICJ's 1949 Advisory Opinion establishing that IGOs possess the capacity to bring international claims for damages suffered.

 

3. (Entitlement to Privileges and Immunities) necessary for the exercise of its functions, in accordance with customary international law and general principles of law.

 

4. (Protection of Intellectual Property) under international legal frameworks, including the Berne Convention and treaties administered by the World Intellectual Property Organization (WIPO).

V. OFFICIAL PROCLAMATION AND CONCLUSION

UNIPOL/ IPA assessment
