General Dr. Victor Gaiciuc
Former Minister of Defense Victor Gaiciuc and commander of the National Army of the Republic of Moldova.
Graduated from Kharkov Air Defense High School (now Ivan Kozhedub National Air Force University) in 1978.
Studied at the Lenin Military-Political Academy from 1986 to 1989, earning the title Doctor of Historical Sciences.
Military Career:
Served as a pilot in the Soviet Air Force and commanded aviation regiments in Ukraine and Belarus.
Returned to the Republic of Moldova in 1993 and worked as a chief specialist in the Ministry of Defense.
Appointed Deputy Minister of Defense in June 1997, responsible for staff training, military legislation, and international relations.
Attended courses at the NATO Defense College in Rome.
Reappointed as Deputy Defense Minister in April 2000, responsible for international cooperation.
Defence Minister (2001–2004):
Appointed as the Minister of Defense in April 2001 under Prime Minister Vasile Tarlev's government.
He was promoted to the rank of brigadier general during his tenure.
Diplomatic Career:
He was appointed Ambassador Extraordinary and Plenipotentiary of Moldova to the Kingdom of Belgium and representative to NATO on January 12, 2005.
Concurrently served as Moldova's ambassador to the Netherlands, residing in Brussels.
Adviser to President Dodon:
Appointed as the Secretary of the Supreme Security Council in August 2019, succeeding Artur Gameniuc.
Met with the Secretary of the Security Council of Russia, Nikolai Patrushev, in Moscow in September 2019.
Chairman of the Union of Officers of Moldova.
Elected to the Moldovan Parliament in February 2019.
Decorated with military distinctions from Moldova, Russia, Kazakhstan, Ukraine, and Belgium, including the Medal "For Impeccable Service," the Order of the Republic, and the Medal "100 Years of Aviation."
Fluent in Romanian, Russian, and French.
"This ID card serves as proof of membership in the International Police Academy (IPA), an Intergovernmental Organization (IGO) with members working in government, police, and military sectors. Members of the IPA are entitled to certain privileges and immunities under international law, including but not limited to diplomatic privileges and immunities, as well as immunity from civil and criminal jurisdiction in the host country. This card should be honored by all officials in accordance with international law."
(MEMBERS OF INTERNATIONAL ORGANIZATIONS MAY BE ENTITLED TO DIPLOMATIC PRIVILEGES AND IMMUNITIES UNDER THE VIENNA CONVENTION ON DIPLOMATIC RELATIONS (1961).
