We are delighted to announce that General Dr. Victor Gaiciuc, a distinguished figure with a remarkable career in the defense and military sector, has been appointed as the IPOA Academy Director for the Republic of Moldova.


The appointment was made under the esteemed leadership of Dr. Alexander Jan M (Hany El Zahar), Director of the IPOA Academy.

, with valuable contributions from Prof. Yuval Binstoc from The International Police University and Sir Junustia Brecen as a Board Trustee, along with Rtd. Senior Superintendent Police Shuaib Adam Hsc Oly Vj, as the International Director of Law Enforcement with the high officer and International coordinator Mr. Ciprian Pansagchi


General Dr. Victor Gaiciuc has an impressive background, having served as the Former Minister of Defense and Commander of the National Army of the Republic of Moldova. He brings a wealth of experience and expertise to his new role at the International Police Organization Academy (IPOA).




General Dr. Victor Gaiciuc's illustrious career spans various notable milestones. He graduated from Kharkov Air Defense High School and later earned the title of Doctor of Historical Sciences from the Lenin Military-Political Academy. As a pilot in the Soviet Air Force, he commanded aviation regiments in Ukraine and Belarus before dedicating his expertise to the Republic of Moldova.


He served as Deputy Minister of Defense, where he played key roles in staff training, military legislation, and international relations. Later, he was appointed as the Defense Minister under Prime Minister Vasile Tarlev's government. During his tenure, he was promoted to the rank of brigadier general.


Beyond his military career, General Dr. Victor Gaiciuc excelled as a diplomat, representing Moldova as Ambassador to the Kingdom of Belgium and NATO. He also served as Moldova's ambassador to the Netherlands, demonstrating his dedication to international cooperation and relations.


In addition to his contributions to the defense and diplomatic sectors, General Dr. Victor Gaiciuc held significant positions in Moldova's government, including Secretary of the Supreme Security Council and Chairman of the Union of Officers of Moldova. His leadership and commitment were acknowledged through numerous military distinctions from Moldova, Russia, Kazakhstan, Ukraine, and Belgium, including the Medal "For Impeccable Service," the Order of the Republic, and the Medal "100 Years of Aviation."


General Dr. Victor Gaiciuc's appointment as the IPOA Academy Director for the Republic of Moldova is a testament to his exemplary career and unwavering dedication to national and international security.
